Mental health crisis response after a disaster
Two weeks after a strong typhoon, displaced families in an evacuation center are at increased risk for anxiety, depression, post-traumatic stress, and suicidal ideation. The public health nurse’s role includes active case finding, psychological first aid, and ensuring that every household knows how to reach emergency mental health support. Under the Mental Health Act (RA 11036), crisis and suicide prevention hotlines are a mandated service component, and the nurse must be able to give the correct number without hesitation.
National Center for Mental Health (NCMH) Crisis Hotline is reached from a landline by dialing
1553. This is a dedicated mental health crisis and suicide prevention line, distinct from general emergency or government complaint numbers. The current mobile numbers for the same NCMH crisis service are posted on the NCMH website, but the landline number tested in licensure exams remains
1553.
| Number | Service | Relevance to mental health crisis |
|---|
| 1553 | NCMH Crisis Hotline (landline) | Direct line for suicide prevention and psychiatric crisis response |
| 911 | National emergency hotline | General emergencies; not specific to mental health crisis counseling |
| 8888 | Citizens’ complaint hotline | Government service complaints; not a crisis counseling line |
| 117 | Philippine National Police hotline | Police assistance; may be used if immediate physical danger is present, but not the designated mental health crisis line |
Crisis hotlines are a critical preventive intervention for suicide, and their availability must be communicated clearly to at-risk populations. In the post-disaster setting, families may not spontaneously seek mental health care, so the nurse must proactively provide the number and explain when to call: persistent hopelessness, thoughts of self-harm, severe sleep disturbance, or any expression of suicidal intent.
Watch out! Do not confuse
1553 with
8888 or
117. Only
1553 is the NCMH Crisis Hotline under RA 11036. The other numbers belong to different public services and would delay access to specialized psychiatric crisis support.
Key point! The Mental Health Act mandates crisis and suicide prevention hotlines, and the nurse’s responsibility is to ensure that every family in the evacuation center can reach the NCMH Crisis Hotline from a landline by dialing
1553.
